Until now when Blizzard released new patch for Warcraft 3 you have two choices when updating to latest patch version.
You could start up Battle.net and game would download and update patch automatically or you could download patch manually and manually install it.
Since patch 1.28 you can't download patch and install it offline but you need to use Warcraft 3 Launcher.
To download Warcraft 3 Launcher navigate to:
https://us.battle.net/support/en/article/Patching-Classic-Games
and chose you game and version. Both Mac and Windows versions are available.

Copy Warcraft-III-Setup.exe to your Warcraft 3 game directory

I’m on the Battlenet launcher and it says WoW classic has an update, when i click the update button it says ‘Initializing’ then goes to ‘fetching patch manifest’ for a split second and then back to ‘Initializing’ and stops. Im unable to log into the game and play all i9 can do is click the ‘Update’ button. I’ve also tried restarting the Battle net launcher. Run Software Update to check for pending updates to software, drivers, and firmware. If you're using a wireless connection, optimize your internet connection to rule out a connection issue. Release and renew your IP and flush your DNS to resolve any network conflicts. Close all other applications to resolve software conflicts and free up resources.

Right click on Warcraft-III-Setup.exe and run it as Administrator

You will get the following message, wait until Launcher detects the game and current game version
After game is detected you will be promoted to update to latest version.

Depends on you installation you may be asked to re enter the CD-Key for WC3 RoC and WC3 TFT.
